Berlusconi's close friends are restless, especially the ones that doesn't like Giulio Tremonti too much. They all suggest Berlusconi to offset the balance, that seems to be way too Tremonti-Bossi bound. Raffaele Fitto, one of the most loyal (and worried) ministers, told to some friends of his that “once someone used to try opposing Tremonti. No one was ever successful, but it was a symptom of vitality. Now we're all forced to keep silent while he shows us that ‘in this government there aren't minister without portfolio, cause you're all fundless'”. Berlusoni is aware of the situation and, although he's not clashing with Tremonti, he's trying to woo Casini and make it up with Gianfranco Fini.
